[X4U] Keyboard sound controls not working

Does anyone know how to restore the keyboard controls so that they control
the sound. I am running 10.3.9 and at some point those keys just stopped
working. It seems that the CD eject key also does not work but the rest of
the keyboard has no problems.
Is there a preference that can be deleted? I have not installed something
new and the problem is with both my administrator account and a guest
account which I never use.
