They like to do that to keep you from running a server and tying up low speed upload channels. SMTP mail transfer agents can check the IP you are calling from and they sometimes maintain a list of approved IP addresses. It's quite possible for them to ask for a password when they might not if they recognize the IP address. It is really common for them to require proper identification of your IP using a read-mail operation before they will allow your current IP to send anything.
