The term "best" is so subjective. I've used both a T39 and a couple of T68s. I like the T68 for the color screen and the lack of antenna, but I don't like the mushy feel of the keypad. Although the software isn't snappy on an Ericsson (unlike the quick Nokias sans Bluetooth) the phones are well designed and have provided me with a good user experience. I'd recommend either phone....though AT&T's service in NY is notoriously sketchy. Voicestream is pretty good and always better. Oh wait, it's called T-Mobile now. In any case, YMMV greatly.
