Basic GPRS question

I use a SE  T616 and have been able to access the internet on my 
PowerBook using Bluetooth and a dial up number, that's fine But when I 
try to text message, or access email or internet on the phone, or BT to 
the computer, GPRS is initially attempted, then fails, then the phone 
kicks over to a 415 area code number.

Here's the question... Is GPRS a service? Is it inaccessible on the 
provider side or is it a configuration issue? I'm  in Los Angeles on 
Cingular.
