A look at the tape cartridge shows very little empty space left for additional tape footage on the mini-DVD cartridge so the only way to increase the tape time would be a thinner tape, such as was done a few decades ago when tape reels where the rage. However, as was learned then, thinner tapes produce more problems and are more prone to damage. So, the design is probably an engineering trade off rather than some sinister plot as was originally implied.
