[iTunes] album artwork?

In iTunes, When the graphic window says "Album Artwork Not  
Modifiable" It won't accept any graphic that I drag to it.
When the graphic windows says "Drag Album Artwork Here" it does  
accept drags.
My question is how do i change the not modifiable to drag album  
artwork here?
