HELP rarely is. I used to write Help files for a living, and kept being told that I was putting too much work into it. There usually is time to document features, but not time/budget to document procedures - and of course it's the procedures that everyone really needs. "Oh!" say they "our interfaces are so well-designed that it's intuitively obvious!"
