Making VCDs (was Making DVDs)

Is there a way to make VCDs other than with Toast Titanium?  I have a 
CD-RW drive and a consumer DVD player.  I'd like to be able to make 
videos to play on my TV, but I don't have the cash for Titanium at the 
moment...
