But did you see on their site where they got an award for best government web site?

What's the offending URL?  I have Netscape 7 which claims to have Sun-compliant 
Java (unlike IE).  IME sites that only work with IE are written using Moft's 
brand of  HTML or java (which they were court-ordered to make compliant).
