FWIW I'm also running OS 10.3.9 but the Safari version is 1.3. The About Safari window indicates that mine is Version 1.3(v312). Perhaps that's the cause of your problem. Check the Apple site for an update. I do recall having some Safari or Mail problems a while ago but I can't recall the details.
