Mini DVD

I was looking at another discussion group and someone mentioned mini DVD. The other group is mostly PeeCee so I wanted to ask the group here about this format. They claimed you could get about 13 minutes of mini DVD on a CD near the quality of a DVD. Since my main effort here is to send my parents video of there grandchild 13 minutes of high quality video would be great. What would I need to make a mini DVD on a CD-R?
