I have Premiere 6.5 and a ZR60. No device control simply means that you
can't control the camera from the software.

But it captures fine. When hooked up correctly, when manually hitting play
on the camera, you'll see the taped images in the capture preview window.
Hit record to start your capture, escape to stop your capture.

Make sure your import/capture settings are correct. Make sure all cables are
securely hooked up.
