Navigate to and open ~/Library/Preferences/com.apple.iMovie3.plist (use 
Text Edit, plist editor doesn't work)
Locate to the entry 'autoApplyPanZoomToImportedStills'
Then two lines down it says 'true' change this to false
Save, and open iMovie3
