I think part of his frustration is that he (she? can't tell from text)) 
already has a video capture card (Formac PCI Pro TV II), which a lot of 
people, including me seemed to miss. I think he's just looking for what 
settings to use on the capture card and what settings to use when 
transcoding the video and audio if necessary to make the best SVCD or 
DVD he can from the hardware he has.

Unfortunately that's not something I understand or know about very well 
myself.
