Smaller computers usually means the components are closer together, stacked on top of each other, and have reduced features. The first two will increase the heat, the last one could decrease the heat, but quite possibly wouldn't. The only way to truly reduce the heat would be to decrease the size of the components themselves and reduce the power given to them; those are often tied together (ie smaller size implies less power is needed).
