Mail and attachment permissions

In Mail 1.3.4 (v614/613) I get different permissions on attachments 
received, depending on how I save the attachment.

Drag from message window to desktop = read only

Save attachments [button or menu] = read/write

Anyone else see this? Disk Utility says my 10.3.3 permissions are fine. 
If this is a mail "feature" might someone explain the rationale? Thx.
