Well, let's clarify that a little bit: if you're running OS X *and X11* 
then GIMP is a free solution. X11 is a GUI for the UNIX side of OS X 
and is about as un-Mac-like as you can get, but for those comfortable 
with the idea it certainly works well.

(Personally, I find GIMP to be powerful but hideous-looking and 
non-intuitive, and have never found it to be more useful than 
GraphicConverter, but YMMV)
