Actually, both are available -- just not from Apple.*

*well, Dashboard is in effect a "virtual desktop" but of a limited  
scope.

Neither. It's a "99.5% of computer users have no need for this and  
wouldn't use it anyway" thing. It's a lot like saying "why doesn't  
Apple provide a state-of-the-art PHP editor as part of their built-in  
applciations bundle?"

This is what we have third-party developers for. And they have  
answered your call.
