Apple thinks so.

Apple first introduced journaling in OS X Server, but with OS X 10.3
Panther they brought it to the desktop and it is turned on by default.
So, if you have installed Panther, journaling is probably already turned
on.

There don't seem to be any downsides to journaling. Any speed hit is
barely noticeable in Panther.

The advantage is that if your Mac suffers a kernel panic, or there is a
power failure, your Mac will repair itself automatically on restart.

There are no "settings" for you to fool with other than on/off in Disk
Utility.
