As a side note: You are not alone with your experiences that bad  
hardware can cause problems for OS X, and USB hubs are high on the list:

But that the problem remains after unplugging and restarting is  
peculiar.

Does restarting and logging into a clean account display the same  
behavior?

If yes, then the problem is not in your user directory and an  
"archive and install" might fix the problem.
If no, then the problem lies with a user preference or process and  
you should check those.
