Supposedly, it actually does work and if you fool the installer you can get Lion on your old Mini.  Search the internet.  But it may run slow.

Apple has 80 billion in the bank, Ken.  Apple can do whatever they want to.  If they don't do something, it's because they feel they can make more money by doing something else instead.  The iCloud components of Mac OS X were certainly written using API that are not available in Mac OS X 10.6 and would require a significant engineering effort to develop and maintain iCloud on 10.6.  They're not going to make any money selling Mac OS X 10.6 or 32-bit Macs.  Cost=millions, Revenue=0.
