I've had a quick look on my CD-RW drive, which is probably different to your CD drive, but there seems to be a catch on the bottom of the drive, towards the back of the iBook and near the bezel of the drive (ie, top right corner when looking from above). On my drive this pivots back towards the center of the drive, so I suspect when you close the drive it clicks around something to keep the drive closed. You could try looking for something similar on the bottom of your cd drive... see if it's stuck for a start. Or if it doesn't spring back. Look for obvious problems.
