FOUND THE PROBLEM. THE NEW USB 2 BOARD FIXED IT.
BUT I SKILLFULLY MANAGED TO ADD A NEW DIMENSION TO THE MALFUNCTION.

IN THE MIDST OF INSTALLING THE NEW PCI CARD, I REARRANGED MYAREA,
STACKING THE TWO KENSINGTON POWER CENTERS AND PUTTING MY HP1160
LASER PRINTER ON TOP OF THEM. THIS SUCCEEDED IN DISLODGING THE EXT
HARD DISK TRANSFORMER FROM THE BACK ... QUACK!

THEY WORK BETTER WHEN RECEIVING EMF.

A SIX INCH POWER CORD EXTENSION PLUGGED INTO THE BACK OF THE PWR CNTR
HAS SOLVED MY PROBLEM.
