Pixel Flicker

I need some help with a problem I'm having. I am building photo montages 
in FCP 3
and burning to DVD. I'm doing a lot of panning and zooming with the 
pictures that I am
editing in Photoshop so I'm using image sizes of 2160 px by 1602 px @ 72 
dpi. My zooms
are fine but the pans show a lot of pixel flicker when played on TV. Any 
idea what I'm doing
wrong or is this as good as it gets with the low resolution nature of 
NTSC. If anyone has
any advice or good links they could share regarding image preparation 
for video I would be grateful.
