[X4U] How can I get Mail.app to display Thai fonts?

So when I forward myself something that displays Thai in Safari how  
can I get it to display Thai in Mail.app?

All I see is garbage chars in Mail.app. Possibly because the content- 
types are differrent but none the less when I forget from say hotmail  
to gmail I can still see Thai characters in gmail.

What allows me to change the encoding in Mail.app?
